I'm a Pokemon gym leader from the early part of the game. I have two Pokemon, both level 15 or below, neither of them evolved. My job is to get the shit kicked out of me by children on a daily basis. I'm the most respected person in town.
My headcanon is they picked easy Pokemon to bring out intentionally so you can win

That's neat! There are still other logical consistencies with the tournament structure (how easy they are to beat with type matching) - if I were creative director I'd pitch something radically different, like mixed type teams focused around one specific strategy + pokemon

Actually, in one of the anime specials, it showed that Gym leaders actually have multiple pokémon of various levels, but only choose the ones that fit the amount of badges you have. So a new kid with 0 badges gets the weak little ones, but a trainer with 8 gets the full deal.

In Black 2, Cheren, the Gym Leader of the first gym, actually confirms they use weaker Pokémon because of their Gym placement. He still has his old team from Black 1, he references those mons (And you can battle that team with linked Black/White 1 data).
