It's not strategic, he's literally an actual human person trying to figure out if he should run. He's talking to people who don't live near the border to figure out what they care about and whether he should bother running (it's stressful and time consuming)
Bingo. He’s from El Paso and I assure you that it’s hard to fathom being President of a country that routinely treats your region as either non-existent or downright foreign. It’s not like this is a culmination of some great plan. He’s a person caught up in extraordinary events.
