Yeah, it makes sense: no pre-orders unless you have a specific time frame for launch (can be delays, but not ridiculous ones + people can refund)

Sucks its just in Germany but hopefully other countries will follow, After seeing the whole crackdown 3 stuff go on and you can still preorder it and also fallout 76 and other games which have probably taken advantage of this, it is an issue to be looked at seriously.
