No no, just the opposite. Swat is paramilitary used in situations that PD can't handle. Usually cases of terrorism, extreme public threat or extreme immediate physical threat to arresting officers. This guy was planning something.

SWAT is PD. It's PD officers trained for situations where deadly force is likely to occur. Many LEO local to Federal have their own.
