My general view is that, somewhat tragically, aesthetic value is simply not as important as other values, such as ensuring people's freedom to build what they want on land that they own, or reducing poverty, or enhancing people's objective material well-being.

Considering that the East Bay has room, and one of the best climates in the entire US, and sits next to the center of the universe at the moment (SF and SV), it would make utilitarian sense to build like crazy and invest whatever it costs to upgrade and update BART, buses, etc
