No, just an analogy to the constant claims that evolution drives organisms to "progress" and that some are "more evolved" than others.

It's not entirely a stupid idea to suggest that some "progress" is occurring evolutionarily speaking. If you transported modern fish back into Devonian era, they would probably dominate everything.
