last time I was in SF, chatted with my Uber driver His buddy's a landlord Had to bribe bad tenants $60k to move out, was going to change to an AirBnB to avoid this in the future but City limited AirBnB rentals So he was going to just keep the space vacant because not worth it

I was amazed when I found out they do something like a 10% tax at all restaurants to help pay for the homeless there who ignore the housing/shelters available to instead choose to live on the streets.

Correct. Most are not willing to live under constraints (curfew being probably the biggest hurdle).
