For a fee ("valuable consideration"), third-party marketers get to *make use of the data* ("making available") to target ads. That's a sale as CCPA defines it, regardless of whether or not those marketers are allowed to keep the data to use for other purposes.

i'm not talking about the ccpa, i'm talking about my ~journalism colleagues~ that might be tempted to give orgs a free pass because they say they don't "sell data," which is an utter bullshit argument that i _keep having_

"Share data" is also not quite the right question. We'd personally ask if a company "uses any data they collect, store, or control to be used for advertising, including targeting, attribution, or measurement, or allows it to be used for that".

It can't be made shorter than that because taxonomy is a rhetorical weapon that gets used, perhaps by accident, to dissect moral complaints until they don't mean anything anymore.
