Without pardons, any immigrant survivor released under DVSJA will immediately be a target for ICE. Incarcerating survivors replaces their abuser w/ the state, which acts as a new abuser thru cops, DAs, COs. For immigrant survivors, there's a third layer of violence from ICE.
