CDCR is allowing this vulnerable population to suffer which is cruel and unusual. The goal of the Governor is to allow opportunities for early release to those who meet several different criterias. 3/

Yet people sentenced to life without parole seem not to qualify for any incentives dealing with release. That is discrimination. It is the lifers and LWOPs that have skill sets most of society has never heard of, making us more than suitable for release. 4/

We are a sure bet of success. We are contributors, facilitators, mentors, amongst other things. The rates of returning to prison for LWOPs and lifers are less than 5%. Mr. Pallares (CCWF warden) recently said to a group of LWOPs that LWOPs are the backbone of this community 5/
