CA prisons are so overcrowded that the Supreme Court ruled them 'cruel & unusual' in violation of the 8th 10 yrs ago. Instead of mass decarceration they shuffled people into county jails w/ equally bad or worse conditions over the past decade & CA prison are STILL overcrowded.
Folks probably know this already but it actually takes a LOT to meet the Supreme Court's standard for 'cruel & unusual.' If the likes of Anthony Kennedy thinks your institution is inhumane, you already crossed several levels of evil & need to be dismantled immediately.
