Who are the folks who are targets of the system, and what ways are we projecting fear onto them in a way which forces people to hide? Public health crises frequently stir fear, of a virus but of *people* - we have to make sure that our frame/rhetoric is not pushing ppl out

What is required is physical distancing, not social distancing. (Social segregation is already in place. Gated communities: phys+soc distance.) During physical distancing there are numerous ways to maintain and strengthen relationships.
