The raw hex values from these 9k6 packets decode, but in this particular case it was not a JPG image file. To know the meaning of the telemetry, we would need more info than is currently available

I've seen "other" signals as well, David. However, on future passes they were not present, so best guess is that another sat was nearby. Repeat observations are a big help with things like this!
