China is currently eating those tariffs, cause they can't afford to lose the logistical apparatus and production. If I was buying a Pen for $1 before the tariffs, now I'm only paying China $0.85 for that pen. After I pay the tariff, I'm still paying $1 as before. (Example)

Remember, China subsidises nearly all production and manufacturing, which is why they keep manipulating the value of the Yen. So right now, we're not really feeling the tariffs, cause Chine is absorbing the cost, thru lower market prices. How long is the question?

Cost increases are never totally passed to the consumer. A cost increase decreases qty demanded. So China does pay some of the cost. There are other indirect costs. Substitute goods could become a possibility. Business loathes uncertainty so they will look to move production.
