Okay I watched the entire clip. Some reporter asked Trump a silly Q- would there be ‘retaliation’ if India didn’t send drugs? Retaliation was the word used by the reporter. Strange word. Why would that word be used? But reporters will ge reporters. Trump merely repeated the word.
