It's useless.
By the time someone copies starship, starship would have already evolved 3-4 times.
They'd be left with a crappy clone of an already obsolete rocket.

I believe what SpaceX is doing is for all of humanity not for only United States. That is what 's vision is.. there are no borders/boundaries above the atmosphere..
