Look at the history every idea he's floated, they've all been around for quite some time, but were never implemented due to impracticality. eg landing & reusing rockets had been studied extensively, but always shown to be more expensive than expendable. Hyperloop = Vactrain etc..

Launch industry didn't think landing rockets was impossible, they didn't do it because it would make launches more expensive. So when Musk has SpaceX incarcerate investor capital to land rockets, that's a bad thing b/c that capital could have been invested elsewhere.
