oh hey @stripe here's something you can stuff into your "machine learning" algorithm:
All banks from Quebec, Canada that file chargebacks will automatically, regardless of "investigation", favor whoever filed the chargeback.
Block all .qc.ca banks from using your service.
The card issuer does typically favour the cardholder (across the board, in fact, not just in Quebec). We know this can be painful for businesses, but we’re always here to help build a defense against any dispute.

Back in around '07/08, we could reason with most card issuers, as we had a grotesque form of opt-in systems. With these systems, Quebec card issuers would always favor their cardholders. I was also talking about the merchant gateway Stripe uses, not merchants use.
