From 1:30pm - 9:45pm UTC, some users on a specific Internet Service Provider experienced intermittent issues with the API. This issue is now resolved.

Hm...This would indicate a network issue, possibly ISP related. Would you mind writing in to support@stripe.com with exact timeframes, and any results you get from https://status.stripe.com/reachability & https://github.com/stripe/stripe-reachability …?
