The parts that have been destroyed are not able to function. Circumcision changes the normal state, the feelings, and mechanics of sex. "properly" is subjective, which is why the owner of the body part has rights to be protected.

Can you describe how a circumcised man is not able to fully erect without the foreskin? In what ways does the mechanics of sex is affected where a circumcised male is not able to orgasm and dispose of semen?

The better question is how much skin needs to be removed before you would consider it male genital mutilation. Type 1 FGM makes no functional changes to the vulva, just a decrease in pleasure, which makes it more accurate to be called female circumcision.

The foreskin, on the other hand, only has a marginal effect, borderline negligible, on the sexual intercourse and pleasure. The fact that a circumcised male can get an erection and climax in orgasm attributes that a foreskin is not a key functioning part of the male genitalia.
