Has anyone else run into a glitch where looting chests and planetary materials gives you nothing unless you go to orbit?

Which is to say I've gotten nothing but glimmer or nothing from like 1 chest in particular, but didn't have to orbit to get loot elsewhere
Sometimes I literally get nothing from materials or chests. Not even glimmer. Going to orbit and coming back fixes this for me.

(2) from 265 -> 266 ... -> 269. My friend was same max LL but his went to 370 eventually. Maybe he actually got 277 and didn't realize it.

(3) but still not sure the of the math behind those rewards. Also (super) rarely have gotten a reward 5 higher than its predicted level
