Yep. PvP-only. The idea is that you need to be in control of the area, instead of using it to get a free overshield in combat.

Yeah, no doubt that rezing needed some tweaking. I just feel that the change limits the player options when presented w/ certain scenarios.

True enough. If your teammate pushed too hard into enemy-controlled space, they made a bad call and made your job harder.
