    Like many government free WiFi project, 'digital squares' collect data on usage, in this case gender and age of users. It is not clear whether a national ID is required to register to use the WiFi

    Each 'digital square' costs ~USD17K to deploy and cost ~USD9000 annual to operate. The universal service fund covers the capital cost and first 12 months of operation, after which the municipality is expected to pick up the cost.
