Besides saying the quiet part out loud, he actually doesn't seem to have any idea how House seats are distributed; with DC's population, it would only get one member in the House.

DC pop crashed -42.3% 1943-1999 as most pop fled to full vote suburbs as Beltway region pop including DC boomed >300% same era, DC pop crashing from 100k larger than 3 US Reps Maine to smaller than all 2 US Rep states but larger than all 1 US Rep states by 1980, & kept crashing.
