One more note: justices who disagree with an order in an emergency application are free to keep quiet about that or note their dissent publicly. Justices Breyer, Ginsburg, Kagan and Sotomayor all chose to make their dissent public.

Why didn't one them write something to explain their disagreement? I've got to think it's bandwidth. Remember they have 8 decisions left to issue starting on Monday, which means most of them are writing majority opinions and some assuredly have dissents/concurrences to pen.
