    There is serious discussion that West and could have regarding legitimate/legitimate security concerns on both sides about European security. But can't be US-Russia over heads of Europeans and . And will require more serious approach from Kremlin. 3/3

    Kremlin handling of these drafts will raise concern in West that is not serious about negotiating but is laying pretext for attacking . US, and should be doing all they can now to make clear the painful costs that would be imposed if Russia attacks. 2/3

    Moscow's draft - and -Russia agreements are full of demands that Kremlin must know will be unacceptable to West and take no account of Western or 's concerns. Making draft agreements public does not suggest they provide basis for serious negotiations. 1/3

    Will launch major assault on ? Doing so would entail significant costs for Moscow. Heaviest costs would be imposed by Ukrainians, who will fight. West should maximize costs it will impose in bid to dissuade Kremlin from attacking.

    Russian MFA spox complains "Western handlers" pulling into . Reality is is pushing Ukraine toward NATO. Nothing has done more to drive Ukraine away from Russia than Kremlin's policy of past 7 years (seizure of Crimea, war in Donbas, 13,000+ dead, etc.)

    There is discussion to be had on broader European security issues. But it should: - not take place with threat of invasion hanging over - address security concerns of all European states, including Ukraine - focus on legitimate security concerns 2/3

    Reminiscent of Soviet negotiator at INF talks in early 1980s claiming that Soviet SS-20 was "response" to US Pershing II. SS-20 was first deployed in 1976. Pershing II was first deployed in 1983. 🤔
