I think that going from 1 to 3 makes sense. I never adopted 2 personally.

I don’t work on this stuff, so I don’t have a great answer for you. One downside is that there’s a chicken and egg aspect to this, so you can turn it on but no stable browsers and few command line tools can actually use it
