2/2: DHS's central claim is that GAO should've focused on the fact that Nielsen *told* everyone McAleenan would succeed her (and then swore him in). But if—as GAO concluded—she didn't correctly change the order of succession in the first place, nothing else she said/did matters.

Agreed. I don't know if many people remember that DHS is part of Bush's post-9/11 BS. It doesn't have to exist. We survived without it. We've gone through 57 9/11s since March.
