Best villains are usually those who don't actually see themselves as villains, is what I'd say. Could always even just make the character based on 'villainous' ideals but not necessarily a villain at their core. Just a villain to those who maybe oppose them!
THAT! @Ynaarite also mentioned of that fact which is what i look for as well.
Like someone who most yeah sure will their motivatiosn as "bad" to which might be right but i can think of someone who can show reason behind their actions.
