I think it depends on what you want to acomplish . A horror campaign if done like The Thing would work really nice with alot of players, where the inmerssion is propeled with the players.
A question about making a horror campgain ( or those who done one) in order to keep the imerssion up when it comes to horror. Do you restrict the how many people can join or even with 20 people works out still?

(for a horror campaign) I think 20 people would only work if you had numerous high-difficulty encounters intentionally designed to kill off some (unlucky) players at a time, eventually ending up with only a couple people at the end. Sort of like a slasher movie in campaign form.

Keep numbers small enough where it feels like a struggle. The more people, the less interaction each individual has, less investment in the story. Large numbers work but only when you split groups or turn players against players actively.
