I had the same question. I think it might be because of my ilvl but im not sure
Might be. i checked on another char with ilevel of 70 and it was there while my 60 hunter wasnt.

Yeah the char I was going to do it on had just hit lvl 50, at first I thought it was "Oh, I need to do the darkshore campaign on her to unlock it." did it, and was still missing, so thats when I thought of the ilevel, all my old lvl 50's can do it no prob
