No. Because he lost his free will the moment he picked up Frostmourne. The prior things he did were wrong but they were all for his people of some sort at least. The Maw is definitely for people like Gul'dan who are selfish and power-hungry but not Arthas.
Manipulated or not he still shares the blame for the damage he did by his hands, I get it that Arthas wasn't fully him self but that doesn't stop that he played a big part. Ppl say he deserved revendreth but based of all of what happened both seem to fit for him.
A good way of looking at things is look at Deathwing. The guy was extremely loyal and kind. But once he got gripped by the Old Gods he was turned into the opposite and went crazy. Does DW deserve to go to the Maw because he lost control? I'd say a big fat no to that.
He desrves a good place to suffer for sure though.
I think both Arthas and DW deserve a chance in Revendreth. DW less-so in Revendreth since he REALLY didn't do most of those things on purpose. Arthas definitely had more control in his terrible actions that led him to picking up Frostmourne.
What bugs me for Arthas from accepting it is that he willingly or intetionaly let this to happen upon himself and anyone else regadless if he knew how far it will take him by taking frostmourne.
If he was much like DW there i would see why being send to the maw by Uther would have been somewhere unfair.
