No. Because he lost his free will the moment he picked up Frostmourne. The prior things he did were wrong but they were all for his people of some sort at least. The Maw is definitely for people like Gul'dan who are selfish and power-hungry but not Arthas.

i first thought the same but the ''mindcontrol'' apparently doesnt work for the Arbiter. Morgraine should also be in Bastion in my eyes but he is in Maldraxxus mostly bc of his corrupted form. Also Arthas: - Killed dozens of Stratholme villages - Betrayed mercenaries - Selfish
