Looks like a Shaman set to meee
I can see both hunters and shamans wearing it atlhought the glowing effect are more close to shaman style for spirits related but anyone can go creative!

Last few expansions they havent made them class specific, but they usually have shaman sets along with hunter sets. The shaman sets will have stats attuned for shams, and usually have the dress thing going on like this.
