She's an undead priest who uses a sort-of bug in the Forsaken language to talk in common to Stormwind. I'm pretty sure the character themselves is a huge advocate for peace

Ephie is the chaotic good equivalent to El Chupacabra, so you're not far off. She usually is away from the hotspots in Stormwind. She'll either fly around and yell or be in the intersections of the districts with a bunch of bodyguards.
