I personally wouldn’t call it “holding a grudge”; she’s seeking retribution for the genocide of her people. Horde *can* use moonwells, but if it were used by Horde that, have committed atrocities in the face of Elune, would probably get refused by the very magic of Elune herself.

The Moonwells are, fundamentally, a very important part of Kaldorei culture. Of course Kaldorei would feel complicated about the Horde’s use of it! Think about if the Alliance would use the Sunwell, an important part of Sin’dorei culture and the font of their very magic and life.

Obviously that wouldn’t fly, now would it? There is a lot more nuance in Alliance vs Horde using Moonwells, which are sacred places. This isn’t me saying Horde can’t use Moonwells; it’s me saying that Horde would need to be careful, mindful, and respectful.

In the novellas "Elegy" and "A Good War", a majority of the Horde actively participated in the War of Thorns, and even Horde shamans were written as "fanning the flames"; it is rightful that they are blamed. In a real life setting, this would be the topic of a UN Summit.
