It's annoying. If you look at a video or read something to see that favicon move on top of the screen is unpleasent. Also if there will be more tabs with favicons that moves will be really annoying.

I looked into various ways to make this happen: https://blog.tomayac.com/2019/12/01/animated-svg-favicons/ …. Because one can probably doesn’t mean one should.

Didn't Chromium announce that they would drop SMIL years ago? Theoretically CSS animations could work (inline stylesheet only).
