I just figured that with SVG support for favicons you can also animate SVG icons using SMIL. 
Right now it only works in Firefox, but Chrome will join the party soon.

There will always be accessibility nightmares. :) I just share new cool stuff.
(and if people want to misuse the favicon they'll do anyways).

It's annoying. If you look at a video or read something to see that favicon move on top of the screen is unpleasent. Also if there will be more tabs with favicons that moves will be really annoying.

I looked into various ways to make this happen: https://blog.tomayac.com/2019/12/01/animated-svg-favicons/ …. Because one can probably doesn’t mean one should.

Didn't Chromium announce that they would drop SMIL years ago? Theoretically CSS animations could work (inline stylesheet only).
