Couldn’t people prototype new uses in Canada? I think the regulations are much looser here but I’m not aware of a ton of experimentation.
Unfortunately the short answer is not really, although I'd love if it were possible. There are exceptions in both the US and Canada for doing experimental flight/testing, but when it comes to commercial uses, not so much.
Many of the niches drones can profitably target can be likely serviced by ground methods (hopefully with far less regulatory burden). Part of why I am so excited about Boston dynamics commercialization of the spot series of robots.
