There are so many reasons to be frustrated with "it's the pipeline!" arguments, and one of them is that "so this is a retention problem, and we can apply tactics to improve retention?" isn't ever the apparent rejoinder.
Another reason is that it's almost the ultimate "we didn't start the fire.." and is also a perfect Matryoshka doll of "the problem started before the stage where I could possibly make a difference, we need to look one stage earlier.."
"Pipeline!" makes it seem as though the only thing to do to improve broad representation and career success in tech is to focus on working with junior talent, usually women. Great. So the pipeline problem is usually also a severe narrowing of focus.
One of the best insights I've received through work done with @ProjAlloy is how many more overlooked groups there are who need support in tech than are usually implicitly referenced in any particular conversation.
