there are absolutely laptops with externally accessible pci slots! ExpressCard is a thing, and ExpressCard PCIe risers are also a thing

Thunderbolt is also a thing. It's, well, PCIe, but needs a proprietary/not-really-documented Intel uC to demux to raw pcie lanes. On the upside, now you can buy a ready-made PCIe thunderbolt box. But you can also buy an i3 desktop for that money
