So I use that very bike line on a daily basis and over the last six months there has been a notable improvement. Combination of investment in further separation of bike lane and cars on better behavior.

That said - I really don’t like separated bike lanes like this. Cars become much less aware of cyclists (and vice versa), making right-hooks far more likely.

Do I see a green 1-hour parking sign directly below a no parking sign? If there is *ever* parking on this block, why isn't the bike lane painted to the left of the parked cars?

It is a protected bike lane to keep moving traffic away from cyclists.

The green is the bike lane. The picture is facing the direction of travel. So in this case it is “traffic/parking/bike lane/curb”.

Are concrete barriers really that expensive? Is there some other reason why that option is unavailable for a major street like this?

I don't know about this situation but often access for firetrucks is a concern.
