Huh. I grew up in the Bay Area and have always been told to duck and cover in place. Just goes to show how inconsistent the training was.

I grew up on a volcanic island with a lot of short buildings and prevalent wide open outdoor spaces. The emphasis given makes it seem like this was old advice that has perhaps changed.

I got it wrong too. I usually run to the nearest window and prepare to jump but then the shaking stops before I do it.
