I'm guessing you’re overthinking how much effort goes into stocking tourist trap kitsch shops. They’re so generic, yet obviously make enough money to be viable. I don't think the mentality in starting one is "I will get rich" - it's "I will maintain a lifestyle."

So independently owned ones, why take risk on up front cost of customization equipment? Makes more sense for franchised ones, maybe, but slim margins there too. I think it's literally just "this isn't a big enough problem yet."
