So I don't see backup power as disaster prep. I file it with snow shovels and lawnmowers as a "everybody needs / probably already has one"

Hence "to start" if you're not well prepared yet. Personally, I have an online 1.5 kVA UPS and a 3.5 kW generator with ~48 hours of fuel
Spec: must fit in my closet. I am unwilling to store fuel with my clothes.

Because my current 3-year-old thinkpad doesn't suck, and I have a cheap GPD for usb-c-powered-linux emergencies :)

I'm on a slightly different part of the curve, and all the laptops I like right now support USB-C charging. That GPD is cute though

I too am unwilling to store any large volume of gasoline. A lot of the relatively inexpensive inverter generators (e.g. Honda eu2000i) can be easily converted to run on propane. It might not pass the "closet test" but could pass the "porch/balcony/storage-unit test."
