my guess would be, since most merchants bought their pos terminals, they refrain from spending money for no (direct) improvement.

it's terrible even at large retailers with custom POS systems (CVS and Subway come to mind)

I've seen a few BLAZING FAST EMV terminals (1-2 seconds) in the US though, so it *must* be possible. Also Apple Pay/NFC use EMV as well

yeah I surprised a couple of Walgreens people by using my (European) contactless card over the ApplePay target.
