This year I learned about Avenal state prison in California: the prison creates jobs; prisoners count toward population but cannot vote.https://twitter.com/keegannyc/status/890541716343857152 …

'ASP has been described as the "most overcrowded prison in the state [of California]";' https://en.m.wikipedia.org/wiki/Avenal_State_Prison …
'In the early 1980s, "almost everyone" in the town of Avenal desired the prison to be built to improve the economic status of the town.'
'It was reportedly "the first prison to be solicited by a local community."'
Standard story for a lot of prisons. That's why shutting them down is so hard: if the resources allocated to a town are based on population
when a prison shuts down they aren't going to get the same attention to infrastructure, govermental representation, etc. Not to mention
A lot of prisons were built without a prisoner population ready to go for this reason. Tams supermax in IL had a pop. of <10 at opening.
