isn't forcing registration pointless if voting remains optional?
There are currently barriers in some states that prevent people from being able to vote, and automatic registration removes some of them.

wouldn't a bill that forces tax payers (or citizens by age range) to vote solve that problem as well, even more efficiently?

Yeah but politics in the US being what they are, this solves a different problem around preventing some (usu) racist anti-voting laws
