IIRC the issue is the BLM doesn't allow except a small number of drones (pilots receive licenses from BM) to take off from their land

dropping item from drone (aircraft) is generally illegal.

Not true! Covered under FAA 91.15 in the US. What you may not do is drop anything over people or property.

Excuse me for taking this literally but... Drones aren't that good, they can't handle wind, nobody can fly them well, fields can be invaded
