Long-term, does internet connectivity ever become a state-provides utility?

In the service of extending their mission, especially to rural area, should the USPS not ultimately become an ISP?
USPS have years ago started cutting back service to rural areas. Why not replace with "scan and email" letter service?

I think there was a startup that did this that USPS shut down because it was interfering with junk mail.

also, Chile has used policies to become a platform for startup growth (Startup Chile) & investment/trade

I don't think states become platforms. I think states *are* platforms.

agreed. I'd say they exist on a spectrum and some are more fully developed platforms than others
