(e.g. why not far more or fewer?) would there be any advantage to sending 2-10x as many up for weather measurement?

Definitely would be advantage to releasing more. In fact, NWS sometimes releases extra during periods of severe weather!

how many more would make a strong difference? which would be the most interesting altitudes to monitor?

My guess would be most useful over existing data voids (oceans;non-EU/U.S. countries).Could do formal test using atm models!
